Driving Forces In Decline In Low Secondary School Enrollment: A Case Study Of Bạc Liêu Province

Abstract
"The unique contribution of this study stems from our examination of the interaction effects of factors on secondary schooling enrollment of children via a logistic function. Research findings show that while there is a general consensus about the positive role of household income in determining some educational outcomes, this does not appear to be the case for school enrollment in this study. The probability of children staying in school is positively related to the changes in parental education level (the householder's education level). In terms of schooling, there is no significant difference between boys and girls for school continuing. Age of children is yet a crucial factor; that is, the older the children the lower the probability of schooling enrollment. The enrollment probability is especially influenced by regional specifics. That is probability of children in rural areas is lower than those who live in urban ones. Similarly, number of siblings in a household poses a negative effect on enrollment probability. The paper concludes with research-based solutions for preventing children from dropping out of the education system after completing primary education. The policy implications of our results point to, among other things, the need for refocusing government's educational spending and investment. Among these are improving school quality and incentives in rural areas; enhancing parents' perception of and community's attitude towards secondary education; and efficient implementation of the public funding for education at local level. "
