Dữ liệu thứ cấp năm 2024 được thu thập từ Cục Thống kê và báo cáo năng lực cạnh tranh cấp tỉnh (PCI), sau đó phân tích bằng mô hình hồi quy không gian. Kết quả cho thấy nguồn nhân lực có kỹ năng là yếu tố duy nhất có ảnh hưởng tích cực và có ý nghĩa thống kê mạnh đến doanh thu du lịch, trong khi một số yếu tố thể chế như tính minh bạch trong hành chính công, các chính sách hỗ trợ doanh nghiệp hay tính cạnh tranh công bằng giữa các doanh nghiệp chưa thể hiện tác động. Đặc biệt, hệ số không gian lambda có ý nghĩa thống kê cao, xác nhận sự tồn tại của hiệu ứng lan tỏa về doanh thu du lịch của 63 tỉnh. Nghiên cứu góp phần mở rộng lý thuyết về kinh tế không gian và thể chế, đồng thời đưa ra hàm ý thực tiễn về việc nâng cao chất lượng nguồn nhân lực và tăng cường liên kết vùng trong quy hoạch phát triển du lịch bền vững. Abstract This study examines spatial spillover effects in tourism revenue across Vietnam’s 63 provinces and investigates the influence of institutional factors, including public administration quality, human resources, and local leadership on tourism development. Using 2024 data from the General Statistics Office and the Provincial Competitiveness Index (PCI), a spatial regression model was applied. The results reveal that skilled human resources are the only factor with a significant positive effect on tourism revenue, while transparency, business support policies, and fair competition show no significant impact. The highly significant spatial coefficient (lambda) confirms strong spillover effects in tourism revenue across provinces. The study contributes to spatial and institutional economic theory and offers practical insights for enhancing human resource quality and regional linkages in sustainable tourism planning. Phân tích thuyết trò chơi 3 chiều trong quá trình Doanh nghiệp xử lý ô nhiễm môi trường

Hiện nay, vấn đề Doanh nghiệp và ô nhiễm môi trường ở nước ta diễn ra ngày càng trở nên nghiêm trọng. Điều này đã và đang làm hạn chế đến việc phát triển kinh tế và phúc lợi xã hội. Trong khi đó, trong quá trình sản xuất, Doanh nghiệp có đồng ý chấp thuận theo quy định môi trường hay không?. Không chỉ là chịu sự áp lực kiểm tra của Chính phủ, mà còn phải chịu dưới sự giám sát của môi trường tổ chức phi Chính phủ. Vì vậy, để thực hiện tốt chính sách, các bên có chấp hành theo quy định môi trường là mối quan hệ thuyết trò chơi ba chiều. Bao gồm các bên như : Chính phủ - Doanh nghiệp - môi trường tổ chức phi Chính phủ . Kết cấu bài viết được xây dựng theo mô hình thuyết chò trơi 3 chiều, phân tích sự cân bằng lợi ích giữa các mối quan hệ trong việc xử lý ô nhiễm môi trường. Qua phân tích kết quả cho thấy rằng: Chính sách phạt tiền của Chính phủ đối với Doanh nghiệp gây ra ô nhiễm sẽ hiệu quả hơn so với việc trợ cấp từ Chính phủ; ngoài ra, nếu tăng mức phạt và tăng trợ cấp sẽ làm giảm đi tính tích cực của Doanh nghiệp trong việc chấp hành theo các quy định bảo vệ môi trường; Mức độ giám sát môi trường NGO ảnh hưởng đến việc kiểm tra của Chính phủ, nhưng không ảnh hưởng trực tiếp đến việc chấp hành theo quy định của Doanh nghiệp. Vì vậy, cần phải xây dựng cơ chế thưởng phạt và khích lệ hợp lý, duy trì và ủng hộ môi trường NGO phát triển, khích lệ Doanh nghiệp sáng tạo kỹ thuật, các quy định môi trường mới có thể tác dụng hiệu quả trong việc quản lý Doanh nghiệp, mới thực hiện tốt mục tiêu duy trì và phát triển bền vững lâu dài.

Chỉ số lưu động hướng lên và sự khác biệt giữa các nhóm dân cư ở Việt Nam

Trong hơn hai thập kỷ qua, Việt Nam đạt tốc độ tăng trưởng kinh tế ấn tượng, song câu hỏi liệu thành quả ấy có thực sự mở rộng cơ hội cho mọi nhóm dân cư vẫn còn bỏ ngỏ. Nghiên cứu này trả lời câu hỏi đó bằng cách đo lường chỉ số lưu động hướng lên của các nhóm dân cư giai đoạn 2002–2020, dựa trên dữ liệu VHLSS và phương pháp của Ray và Genicot (2023). Kết quả cho thấy nhóm hộ người Kinh có chỉ số lưu động hướng lên cao hơn, nhóm dân tộc thiểu số lại đóng góp tỷ trọng lớn hơn vào chỉ số lưu động hướng lên toàn quốc. Khu vực nông thôn cũng có chỉ số lưu động hướng lên cao hơn khu vực thành thị, cho thấy hiệu quả của chính sách phát triển nông thôn. Bên cạnh đó, bất bình đẳng giữa các nhóm giảm dần, phản ánh khoảng cách cơ hội đang thu hẹp – tín hiệu tích cực về tính bao trùm của tăng trưởng. Những kết quả này nhấn mạnh tầm quan trọng của các chính sách tăng cường tiếp cận giáo dục, hạ tầng và việc làm, đặc biệt cho nhóm dân tộc thiểu số và khu vực nông thôn, nhằm duy trì lưu động hướng lên và củng cố phát triển bao trùm bền vững. Abstract Over the past two decades, Vietnam has achieved remarkable economic growth, yet whether this growth has truly expanded opportunities for all groups remains unanswered. This study fills that gap by measuring the upward mobility index of population groups during 2002–2020, using data from the Vietnam Household Living Standards Survey (VHLSS) and the method proposed by Ray and Genicot (2023). The results show that while Kinh households exhibit a higher level of upward mobility, ethnic minority households contribute a larger proportion to the overall national upward mobility index. Rural areas also display higher mobility than urban ones, reflecting the effectiveness of rural development policies. Moreover, inequality among groups has gradually declined, indicating a narrowing of the opportunity gap— an encouraging sign of inclusive growth. These findings underscore the importance of policies that enhance access to education, infrastructure, and employment, particularly for ethnic minorities and rural communities, to sustain upward mobility and strengthen inclusive and sustainable development.

Đo lường tăng trưởng kinh tế bao trùm ở Việt Nam: Cách tiếp cận mới với thước đo mới

Tăng trưởng bao trùm là khái niệm nhấn mạnh tính công bằng trong việc phân phối cơ hội và lợi ích từ phát triển kinh tế, đặc biệt đối với các nhóm người yếu thế trong xã hội. Tuy nhiên, đến nay vẫn còn thiếu một công cụ định lượng rõ ràng để đánh giá mức độ bao trùm của tăng trưởng kinh tế tại Việt Nam. Bài báo này giới thiệu và ứng dụng chỉ số di chuyển hướng lên (Upward Mobility measure) do Ray và Genicot (2023) đề xuất, nhằm đo lường mức độ thụ hưởng thành quả tăng trưởng của người nghèo tại Việt Nam trong giai đoạn 2002–2020. Kết quả từ dữ liệu VHLSS cho thấy người nghèo đã thực sự được hưởng lợi từ tăng trưởng, xác nhận tính bao trùm của phát triển kinh tế Việt Nam trong thời kỳ này. Ngoài ra, nghiên cứu còn mở ra tiềm năng ứng dụng rộng rãi chỉ số này trong so sánh tăng trưởng giữa các quốc gia hoặc vùng miền, góp phần hỗ trợ xây dựng chính sách phát triển công bằng và bền vững. Abstract Inclusive growth emphasizes equity in the distribution of opportunities and benefits arising from economic development, particularly for vulnerable groups. However, there is a lack of measures to evaluate inclusive growth. This paper introduces and applies the Upward Mobility Measure proposed by Ray and Genicot (2023) to measure how much the poor have benefited from economic growth in Vietnam between 2002 and 2020. Using data from the Vietnam Household Living Standards Survey (VHLSS), the results reveal that the poor have benefited from economic growth, thereby confirming the inclusive nature of growth in Vietnam. This study also demonstrates the potential application of this measure for cross-country or regional comparisons of growth inclusiveness, offering a valuable tool to inform the design of equitable and sustainable development policies.
